On the morning of December 07, 2010, Nghe An Provincial People Committee coordinated with International Transport Investment and Development (ITID) to hold a groundbreaking ceremony of Cua Lo deep water port.
Attending were Mr. Trinh Dinh Dung, Member of Central Party Committee, Deputy Minister of Construction; Mr. Tran Van Hang – Member of Central Party Committee, Deputy Head of Provincial Propaganda Department; Mr. Phan Dinh Trac, Secretary of Provincial Party Committee, Chairman of PPC; Tran Hong Chau, Standing Deputy Secretary of Provincial Party Committee; Mr. Ho Duc Phuc, Deputy Secretary of Provincial Party Committee, Vice Chairman of PPC and representatives of the Vietnam Maritime Bureau, the 4th Military Region, Ambassador Extraordinary and Plenipotentiary of Lao, Combodia, Japan in Vietnam. Deepwater port is a project of the Southeast Economic Zone in Vietnam's seaport system which has been approved by Prime Minister on December 24, 2009 under the Decision 2190/QD.TTg.

In 2009, the Provincial People's Committee has assigned the Management Board of Southeast Economic Zone to hire consultants to study the detailed planning. Total investment of projects is USD 490 million and 705 thousand. It is divided into three stages of investment, ensuring that 10 thousand ton ships can safely come in the port. When completing (in 2030), it will ensure handling capacity of 12-17 million tons of cargo per year. The location of port construction is between mui Rong and mui Ga in Nghi Thiet Commune (Nghi Loc district) with the main items: breakwater, wharf, bridge, and the system of offices, warehouse and equipment. The total investment in the first stage is USD 148 million and 753 thousand, it is built on an area of 20 ha. Speaking at the ceremony, Mr. Phan Dinh Trac, and Mr Nguyen Ngoc Hue, Deputy Director of Vietnam Maritime Bureau said: This is the modern key works which has special importance in socio-economic development not only of Nghe An provinces but also of Laos and Northeast Thailand. Nghe An PPC and the Vietnam Maritime Bureau will cooperate, create favorable conditions for investors, contractors to increase speed, ensure quality, quickly bring deep-water port in operation.
